Parshiyos of Shel Rosh

In regards tot he Tefillin Shel Rosh, may one write the parshiyos (lets say at least the first 2) on one whole piece of klaf then cut the klaf in half with one parsha on one half and another parsha on the other? Is there anything wrong with this?

  1. In Tikun Tefilin [Baruch Sheamar p. 166] it is written not to write the parshiyot of rosh together on 1 klaf and later cut.
The Minchas Soles [there note 751] has difficulty in explaining the reason.

  4. The Minhas Soles there debates:
    a) did the TT mean pasul even bdieved or only not to do so lechatchila. He brings proof from gemara & rishonim that this should not be done lechatcila.
    b) he expalins the reason for this isur is because many parshiyos together are קדושה חמורה, ואסור להוריד בקדושה
