Hi Peretz,Since the inside connection is that of a hairsbreath, we should be lenient by tefillin & mezuzot and allow the removal of the thin line. There is no CHAK-TOKHOT in this as the letter is not lacking in its TZURAH. In Sifrei Torah, there are many that would cancel the shape of the letter.
Agree with Alberto, no problem erasing the line.
Reb Moshe, what about erasing in a sefer Torah?
