חכמים הזהרו בדבריכם

A sofer that wrote megilos for me started to write tefilin. At first glance I told him his ך are very problematic. Unfortunately he asked a local rav in Israel that told they are kosher- had the rov told him shalas tinok and explained to him that letters should be written without any sfeikot then the rest of his parshios would of been kosher.
please your thoughts which ones pass without tinok which need tinok and which tinok wont help

  1. I don't really see exactly what's the problem with the lange chofs

  2. Technically they should all be Shaylas Tinok but I highly doubt first levavcha and second baderech would be kosher.
Also he writes hey many times with a flat regel which is problematic.

  3. Some of the legs of the Dalets are too long. The regel of the Heis in the Shem are too wide. The left legs of the first Heis in the Shemos are only a kulmus tall.

All chaf peshutas should be ST's? There are certainly some and a few are likely shailas chachams. Is the rav who was asked an expert in Stam? Apparently not.
